A Google search of the manufacturer, Neon Products Inc" found a very detailed history by the local, Lima, Ohio, newspaper. Based on that information, my guess would be the 1940s, as by the early 1950s, company was down to just 10 neon tube benders. Plexiglass technology gained from WW2 changed everything for the company.
