World War Two US Coast Guard. 1st class petty officer with the specialist rating of "PS".  This rating is for a port security patrolman.  These two letter designations were adopted by the US Coast Guard starting in 1943. They were not used by the Navy.  I have listed the specialty when they were established.  This is an original period piece so bid with confidence.
